Leading the way: Regional Economic Strategy Action Plan 2006-2011
One North East launched the RES Action Plan, with partners, on 18 May 2007.
This is the region’s Action Plan and it translates the RES priorities into a clear investment framework, channelling partners’ spend into key areas that will deliver more jobs and businesses, and raise our GVA average per person from 80 to 90 per cent of the UK rate.
The final Action Plan is the result of six months consultation with partners which included a formal 12 week public consultation on both the RES Action Plan and a combined Sustainability Appraisal/Strategic Environmental Assessment (SA/SEA) report. Over 100 responses were received and over 80 consultation meetings took place. One North East have responded to all consultation submissions and a consultation report will be published by the end of June 2007.
Key features of the Action Plan include the identification of five Transformational Interventions which will bring about the required step change in our economic performance. Also, a commitment to develop a joint research programme with partners to strengthen the evidence base; focusing investment in areas of key strength through our ‘Innovation Connectors’; and a focus on moving to ‘One Planet Living’, mitigating and adapting to climate change – a move welcomed in the final SA/SEA report.
The five Transformational Interventions are as follows:

THE TRANSFORMATIONAL INTERVENTIONS

One: Building a New Enterprise Surge – We will invest in an integrated approach that moves from building a revitalised and ambitious enterprise culture right through to providing support for high value-added start-up businesses.

Two: Boosting Productivity and Innovation in Business – We will establish a streamlined business support structure and invest in activities to enhance productivity, innovation and creativity. We will particularly focus on those areas where we are growing internationally successful activities, such as renewable energy, advanced materials and processes, health sciences and digital media.

Three: Creating 21st Century Transport and Digital Connections – We will ensure everyone in the Region will benefit from the digital revolution. Also, further investment in transport infrastructure and more creative use of the transport network is essential in enabling the Region’s businesses to deliver their goods to market and in supporting sustainable labour mobility.

Four: Supporting World Class Skills and Increased Economic Activity - We will equip people with the foundation skills and high-level skills required to succeed in the global knowledge economy. We will create a demand and employer-led learning market and attract skilled individuals to the region. The Regional Employability Framework will integrate our approach to skills and employment support aimed at tackling low skills and low economic activity.

Five: Investing in the Economic Hearts of Our Region – We will continue to support placemaking, focusing investment where economic growth is most likely – the economic hearts of our Region. We will focus investment opportunities in the two City Regions and the market towns. We will address failures in the business accommodation market and support opportunities to work with private sector investors and developers to maximise the impact of public investment.

For each of our key partners and particular cross cutting themes, we have developed Annexes that set out the size, scope and objectives of the partner/theme and demonstrate how they will contribute to the delivery of the Action Plan.
The final Action Plan is a live document. The main proposals will be refined in the context of changing national policy, such as the outcome of the Sub-National Review and Comprehensive Spending Review 2007, and evolving local priorities and delivery arrangements. One North East is actively engaged in discussions with partners and also with Government on these key areas of policy.
Monitoring progress against the goals set out in the RES will be key and the North East Regional Information Partnership (NERIP) is developing a Monitoring Framework. In parallel, One North East is developing a Performance Framework which will measure the results from the delivery of the Action Plan.
One North East will also co-ordinate the development of a strong evidence base to underpin investment and inform the next iteration of the RES.

* As part of the process of developing the RES Action Plan, the Plan has been subject to a Sustainability Appraisal (SA). The SA process aims to promote sustainable development through the integration of social, economic and environmental considerations into plans, programmes and strategies, by considering the effects of implementing the Plan during its preparation and before its adoption. In line with government guidance on SA, the SA is also designed to meeting the requirements of EU Directive 2001/41 on the assessment of the effects of certain plans and programmes on the environment, known as the Strategic Environmental Assessment Directive or SEA Directive. The process is therefore referred to in this report as SA/SEA.
